About a week ago I started to convert zsh's debian/copyright to DEP5
and in that process I noticed a few of these cases, too. See
https://lists.alioth.debian.org/pipermail/pkg-zsh-devel/2014-September/001098.html
-- at least two of the files you mentioned were already noticed by me.
There are more, e.g. the docker completion is affected, too.

This will be fixed as soon as we gathered all relevant historic data.
