Does zsh-syntax-highlighting need this set too?
I couldn't determine the semantics of that control field from policy §5
[due to #749826]. The closest docs I found were the wiki page, which
links the ubuntu spec¹.
Assuming that spec applies to Debian, I think setting "foreign" for
z-sy-h would be reasonable, since it's entirely possible z-sy-h will
have reverse dependencies in the future. (Upstream is used as a module
by multiple downstreams.)
So, unless I hear otherwise, I'll go aead and set that for z-sy-h too.
