Actually the terminator window I screenshotted seems to use Monospace
at size 9 (seems to be the system's default. I just changed it to
Monospace 10 (to be sure it's really Monospace) and it still works.

Using gucharmap's "Show only glyphs from this font" I could also
verify that Monospace contains these box drawing glyphs.

Not that I have an idea how it can help to track this down, but in
case you have gucharmap installed, can you check if see any glyph when
you select the unicode block "Box Drawing"? (You may need to change the
view to "by Unicode block".)

Following is the diff to mine. But since we both seem to have tested
Monospace, and Monospace can display these box-drawing glyphs
according to gucharmap, I'm no more confident that this will help that
much.

One thing I noticed is that you seem to have fonts-opensymbol from
backports while I have the one from stable -- besides different sets
of font packages.
