You're welcome, but the patch I sent upstream is about a different
issue.

The patch I sent upstream removes dead code in order to make zsh-dev.deb
reproducible.

This bug is about divergence from upstream (debian installs config.h but
upstream does not).  The divergence has not been addressed either
upstream or in the downstream package.

I've readjusted the metadata accordingly.  I also removed the 'upstream'
tag since we haven't decided yet whether the divergence should be fixed
by changing debian/zsh-dev.install or by changing Makefile upstream.
