Is it worthwhile to enable the jp_JP.UTF-8 locale in CI builds in order
to increase coverage across archs?  Though of course, there's also value
in having a CI build that _doesn't_ have locales installed, since it's
not a required dependency... Hmm...

Haven't checked the build log to see if any other tests get skipped (the test
suite has a few tests that _can_ be skipped depending on build-/run-time options).
