Thanks for the bug report. I just noticed it, too.
I seem to have missed that the Recommends vanished because of the
according plugin files were no more built.
Reason seems that pcre2 and pcre3 are not exchangable without code
changes at all as it initially sounded in that LP bug report:

I've already reverted that change in git and will do a fixed upload
