They are not installed, but are valid candidates for "dpkg -s"

Currently this is: installed and not marked to be uninstalled
(or to be purged).

This is not correct. "dpkg -s" should complete to any valid
argument, i.e. for which package information is available
(thus this excludes purged packages). This is a real bug.
