Unfortunately, we do not have access to popcon smtp server configuration
or logs so we cannot help you... 

Does this happens for all popularity-contest emails of just for this one ?
Apparenlty your primary name server do not answer:

popcon% host -a imsc.res.in ns2.imsc.res.in
Trying "imsc.res.in"
;; connection timed out; no servers could be reached

That may be the cause of the problem.
