You're absolutely right and I was completely wrong..:-)

popcon is not part of base system and its installation is triggered by
base-config. Sorry for my wrong assumption

Looks like it could be made. I guess we thus need to re-reassign the
bug as a wishlist in base-config.

For avoiding breaking the translation, the exact same template should
be added and some magic msgmerge done so that translations may come
directly from popcon into base-config (ah, common templates....so much
work to be done on that topic).
