[Popcon-developers] Time to announce popcon on -announce?

Bill and I have been discussing this earlier, but I was unable to give
it enough priority to get it done.  Now I start again, trying to
follow throught this time.

I believe we should send an email to debian-devel-announce or
debian-announce asking more people to submit to popcon.  The main
motivation is that the Sarge CDs are being finallized as we speak, and
that the result from popcon is one of the main sources when packages
are sorted for placement on the CD.  At the moment there are just 2000
submitters, while I believe we need to get as high as 10000 before we
can start to trust the numbers.

Anything else we should mention?  Anyone have an opinion if we should
announce it on d-d-announce or d-announce?

I plan to draft a suggestion during next week and post it here for
comments, and hopefully get it out during the week or next weekend.
