Well, OK in reality this is bit more involved.

There are three separate processes:
1) computation of votes
2) computation of sections.
3) computation of maintainers.

The process 1) use both the stable and unstable dependencies but
unstable ones have precedences.

The process 2) use slink potato woody sarge etch and unstable
sections, the latest having preferences.

The process 3) use only sid (Rational being that only the sid maintainer
is actually maintaining the package).
