phatch-cli depends on ttf-thai-tlwg.  This seems unnecessary when many people will not use the Thai fonts.  

It has a side effect that it makes the text on websites that use Tahoma go all fuzzy - as ttf-thai-tlwg has a fontconfig fallback from Tahoma to Waree, and it seems that the hinting on Waree causes blurriness at small sizes.
