Can you check if your mercurial-common package correctly installs
/usr/share/mercurial/help/glossary.txt ?
Can you check if debian/patches/deb_specific__install-help-separately
is applied in your package ?
"grep /usr/share/mercurial/help /usr/share/pyshared/mercurial/help.py"
must display one line.
