[Python-apps-team] Bug#588671: mercurial: drop build-dep on quilt

debian/source/format is set to "3.0 (quilt)" but it also build-depends on
quilt, and includes "dh --with quilt $@" in debian/rules.

unless there is more going on in debian/rules than i'm understanding,
dpkg-source should be able to handle the patches without a build-dep on quilt
or quilt-specific code in debian/rules.
