[Python-apps-team] Bug#581052: `trac-admin . deploy staticdir` doesn't copy jQuery

For normal Trac operation jQuery should be accesible via /chrome/common/js/jquery.js

`trac-admin` `deploy` command is used to gather static resources and place them into
designated directory. All other Trac scripts are copied ok, but not jQuery.
