can you give us the version of tools you are using (in particular
bedbuild and dpkg-version ?) I did not check the mercurial sources
but, for other packages, I see them removing their dependencies and
rules with quilt. They instead rely on newer dpkg-sources to apply
patches at unpack time.
I'm not sure this is the case here, but this can be something to
check.
