[Python-apps-team] Bug#637388: cython: New upstream release available

A new upstream release 0.15 of Cython is available, it would be great
to have it in Debian (the python-llfuse package requires to be build
with Cython 0.15 to fix a FTBFS bug on FreeBSD).
