[Python-apps-team] Bug#651986: trac-bitten: upstart script is incompatible with standard Debian system

Justification: renders package unusable

trac-bitten-slave requires upstart package, but the latter can not be installed
on Squeeze. I propose to replace upstart with supervisor.
