[Python-apps-team] Bug#563391: Package Trac 0.12 as well

Do you need any assistance with this?

I've had a look at building 0.12.2 using the current packaging and this
is my progress so far:
- I've attached an updated 15_remove_jquery_file.dpatch (another version
  of jQuery is shipped) I haven't checked if it is the same version as
  Debian currently ships though and whether it works.
- The patches 15_remove_jquery_file, 60_fix_nameerror and
  70_cache_control_typo can be removed because the functionality is
  either implemented or fixed upstream.

I've had some problems with 80_correct_plugin_names. It doesn't apply
cleanly and isn't easily fixed. It seems that the code underneath has
changed quite a lot. #562963 also points this out. Without the patch at
least the build succeeds.
