What environment variables are you using? To what are you setting them?
Are you using any extensions? hgsubversion is known to ignore
http_proxy, for example.

I don't think so.

I tried to set up a squid proxy but failed to do so, can you point to a
proxy I can use to reproduce the bug? And a specific project that fails
for you?
