[Python-apps-team] Bug#654993: email2trac: unsubstituted ${python:Depends} and ${python:Versions}

This package uses ${python:Depends} and ${python:Versions} substitution 
variables in debian/control. However, there is no code in debian/rules 
that'd actually substitute these variables.
