[Python-apps-team] Bug#681102: picard: Include libchromaprint-tools as suggested package

Dear Maintainer,

picard can use AcoustID and also
automatically detects the fpcalc binary if libchromaprint-tools is
installed.
I'd suggest including libchromaprint-tools as a suggested
package, so people don't have to figure this out manually
