Justification: renders package unusable

The cloud-init package is missing sysvinit scripts that execute the following cloud-init stages:
cloud-init init --local
cloud-init modules --mode config
cloud-init modules --mode final

Upstream contains these sysvinit scripts but they are not included in the Debian package.
