I just had this problem as well, python3-botocore 0.81 migrated to testing 
recently, while awscli 1.7.0 hasn't awscli 1.4 apparently needs an earlier 
version of botocore.

It really would've been nice if there'd been some way of flagging that to apt.

(Though it does look like upstream isn't giving helpful semantic version 
numbers)
