[Python-apps-team] Bug#804747: cron job sends multiple emails when feeds don't respond

If an error occurs polling one of the feeds, the cron job sends an email.

If the error is occurring intermittently, this can generate many emails,
especially over weekends.

It would be better to log the errors to Syslog instead of emails and
then let a monitoring tool aggregate them into a dashboard and notify
the administrator using the rules defined in their monitoring framework.
