[Python-apps-team] Bug#841987: Twine-register missing

This bug is probably invalid.

The `twine register` command got added after twine switched away from using the git style sub commands that are seen in this bug report. So I believe the issue here is just that the twine shipped by Debian was too old for ``twine register`` and our error message wasn’t particularly great.
