This seems to be caused by a cut'n'paste error in the Makefile:

irkerhook.1: irkerhook.xml
        xmlto man irkerhook.xml

        xmlto html-nochunks irkerhook.xml

        xmlto man irk.xml
irk.html: irk.xml
        xmlto html-nochunks irkerhook.xml
                            ^^^^^^^^^^^^^
