Fedora cherry-picked a patch but I could still reproduce the bug after
applying it. (Note that the bug doesn't happen every time for me.) [1]

It looks like Arch reverted back to 2.0.2 instead. [2]

The forwarded bug suggests there is also a libxml2 bug that may still
be unfixed. The easiest way forward may be to revert to 2.0.2 or at
least revert the commits that changed itstool's behavior.
