Control: affects -1 debmake-doc

Although FTBFS bugs aren't filed, I see FTBFS on i386 and armhf with
debmake-doc 1.14-1.  amd64 and arm64 seems to do OK.

(debmake-doc 1.13-1 and older had other issues.)
