But it's mounted, and being used:

$ ls /sys/fs/cgroup/
cgroup.controllers      cgroup.procs            cgroup.threads  system.slice
cgroup.max.depth        cgroup.stat             init.scope      user.slice
cgroup.max.descendants  cgroup.subtree_control  machine.slice

Possibly ctop doesn't understand the cgroup2 unified hierarchy?
