[Python-apps-team] Bug#958292: pipenv: Change tagline to no longer endorse it as official

The description of the Debian package pipenv says:

 > Python's officially recommended packaging tool
 >
 > Pipenv is the officially recommended Python packaging tool from
 > Python.org.


This is may be misleading. Pipenv is not the officially recommended tool by
Python core developers. Rather, it was recommended by PyPA documentation
for a while. PyPA are a group of volunteers who care about packaging in
Ubuntu, they are not in a position to bless a package as "official" or
"from python.org".

The tagline has been changed upstream. The GitHub repo now says:

 > Python Development Workflow for Humans.

I think Debian should follow suit and change the tagline in the Debian
