it appears just yesterday upstream released the second beta for 2.0.0,
https://github.com/rdiff-backup/rdiff-backup/releases, which supports
python3.

maybe it's time to consider preparing it for Debian and upload it to
unstable? it's one of the only 2 reverse dependencies for pylibacl and
pyxattr, so moving this package over to python3 will help with those
packages too.
