[Python-modules-team] Bug#393927: Must not provide libapache2-mod-python2.3

Since libapache2-mod-python does not include compiled
files for python2.3 and, moreover, depends: python (>= 2.4)
it must not provide the libapache2-mod-python2.3 virtual
package.

This bug *might* be important as it affects other packages
(see the last comments at #384381) but I leave it at normal,
since I'm not certain.
