This is a legitimate bug because

    1. picins.sty is not Free software (IIRC, the author died without
       explicitly licensing the file in any way);

    2. while tetex (probably illegally) includes picins.sty, texlive
       does not; and

    3. tetex is no longer actively maintained, the tetex maintainer
       recommends migration to texlive.

Hence, rst2newlatex requires a non-Free file that will (presumably)
eventually be removed from Debian when tetex is finally dropped
altogether.
