Depending on the machine on which they are run, numpy distutils are
capable of appending -msse2 to the compiler flags of all Fortran code.

This means that if [say] the canonical scipy package is built on a
Pentium 4 or better, it may well use instructions that do not work on an
earlier Pentium. [Is this a policy violation?]
I am not sure if this is a bug against python-numpy or against
everything that build-deps on python-numpy.
