[Python-modules-team] Bug#478467: python-f2py: should use python-numpy instead of python-num{eric, array}

I believe that the python-numpy already provides the same
functionality that python-f2py, and python-f2py is not depended by any
other package, so it can be removed. However I'm not a DD, and I'm not
maintaining python-scipy (which dependend initally on python-f2py), so
I'm forwarding this to the current python-scipy maitainers.
