I have the ‘python-docutils’ package installed, and it doesn't include 
the ‘sandbox’ stuff. Where are you seeing it?

The sandbox appears to be (as implied by the name) an experimental 
area for disparate additions to Docutils. I don't think they'd be a 
good fit all packaged together in one.

An alternative approach would be to package discrete items from the 
sandbox as separate Debian packages. For example, Bug#500753, which is 
my ITP for ‘docutils-writer-manpage’.
