[Python-modules-team] Bug#531085: handle python2.6 transition

With the actual default rules and python2.6, circuits package installs 
stuff in /usr/local/
To handle this it should be enough to: 
- add --install-layout=deb in the setup.py call.
- bump to the right python version in build dep.
( circuits Ubuntu package needed only this change, after that it manage to 
build)
