Comparing with another system where numpy works, I noticed that the "alternative" for libblas.so.3gf hasn't been set up:

There are no outstanding configurations:

dpkg.log also shows nothing unusual:

Reinstalling the package fixed it:

Unless somebody else encountered it as well and has more logs that show what happened, we can probably close this bug (even though it isn't really fixed).
