[Python-modules-team] Bug#651760: python-scipy: should recommend python-dev

scipy includes the weave package which does not work without python-dev
installed.
Simple inline C will fail with:
fatal error: Python.h: No such file or directory

python-dev should be recommended or at least suggested on installation.
