Those build dependencies and the corresponding test are needed for the
ldaptor-webui part of ldaptor that is not supported anymore. Upstream
ceased support for the web ui long ago and I therefore dropped the
ldaptor-webui binary package in ldaptor 0.0.43+debian1-4. There is a
bug [1] tracking this change.

I did not run the tests in debian/rules intentionally due to the
broken twisted-web tests. It seems like some part of the build
infrastructure triggers the tests now.

I will disable the webui tests.
