[Python-modules-team] Bug#614655: ipython: consider splitting out parallel computing functionality into separate package

please consider splitting out the parallel computing functionality into a
separate package.
This would remove the need for the python-twisted and python-foolscap
recommends of the main package.
the parallel package should then depend on these libraries.

(related to bug 599663, for splitting out ipython-wx)
