[Python-modules-team] Bug#608540: python-cairo: New upstream version

I packaged that for Ubuntu a while ago

I also sent a mail to the Debian maintainers how they want to handle
this update, but didn't get a response yet.
As I don't use the package myself, I'd be more happy with it being
under the Maintainer: flag of a Debian Python packaging team than me
becoming the only maintainer. Would
python-modules-team at lists.alioth.debian.org be ok with this?
