[Python-modules-team] Bug#636602: pushed few initial commits toward updated packaging

pushed to SVN -- I hope that it is ok

ideally it would have been great if we could enable testing while
avoiding the tests definitely requiring network access (there is still
majority which to does not require network access to succeed)
