[Python-modules-team] Bug#673846: python-qt4: please build-depend on python-dbus-dev

Before python-dbus 1.0.0-1, dbus-python.pc and dbus-python.h were in the
main python-dbus package.

Since version 1.0.0-1 they have been in a new python-dbus-dev package.
To avoid breaking packages like yours, which build-depend on python-dbus
and expect to find the header and .pc file, python-dbus temporarily depends
on python-dbus-dev.

Most users of python-dbus don't need the header or the .pc file, so I would
like to remove that dependency (Bug #673779). Please update your
build-dependencies:

* build-depend on python-dbus-dev for the header and .pc file
* if you will build Python 2 binaries, also build-depend on python-dbus
* if you will build Python 3 binaries, also build-depend on python3-dbus
