[Python-modules-team] Bug#689593: move libjs-sphinxdoc from depends to recommends

Package: python-eventlet

python-eventlet pulls in libjs-jquery, libjs-underscore through 
depending on libjs-sphinxdoc.

i only want the python stuff, and not a bunch of js libraries. please do 
move the depends on libjs-sphinxdoc to a recommends, which is the 
appropriate thing to do.
