[Python-modules-team] Bug#711279: Please include NEW notice on silently breaking API change for eventlet 0.13

Hello, Maintainer,

 Eventlet will feature a small API change that will break silently on
 some systems. It'd be nice to feature a notice in the NEWS entry for
 this version (0.13), since this has a chance of causing hisenbugs.

 There was an announcement to python-announce[1] which would be nice to
 point to somehow.
