[Python-modules-team] Bug#710134: python-pip: Please include the CHANGES.txt in /usr/share/doc/python-pip

Dear Maintainer,

Please add to the documentation installation the CHANGES.txt so that
it is installed in /usr/share/doc/python-pip. This would be useful to
see what upstream changes have happened.

In particular, I was looking to see if some security issues were
resolved, which are noted in the upstream CHANGES.txt.
