[Python-modules-team] Bug#741066: delayed-10 upload (RE: pysmbc: update to new upstream version (1.0.13))

 I've prepared new upstream version 1.0.13 and it would fix 2 bugs for
 this pysmbc package as below, so upload to delayed-10 queue. Please
 tell me if you don't want it, then I'll cancel it.

 Upstream has already released 1.0.14.1 but it need changes instead of
 just update.
