[Python-modules-team] Bug#756872: RM: gnupginterface -- ROM; No human maintainer left, dead upstream

Both of the human maintainers/uploaders of gnupginterface are retired.  See
#698274 and #729385, leaving only the Debian Python Modules Team as an
uploader.  The package has gone almost 5 years without an upload and over a
decade with no upstream release.

Rather than leave it unmaintained, it should be removed.  I think if someone
were going to step up, they would have done it by now.
